Get paginated GeoJSON features for a dataset.

Offset pagination can skip or duplicate rows during concurrent writes, though feature ids remain stable because rows are ordered by the primary key. Clients that need stable cursoring should use the OGC API Features endpoint, which supports keyset pagination via after_gid.

Geometry collections carry geometries instead of coordinates. Only generic-geometry datasets accept them on write.

Nested collections are rejected because PostGIS cannot round-trip them through the GeoJSON boundary.
